Bugging strategy

I'm sure you met people in your life who are keep bugging until you pissed off. Usually eastern people pursue this, but likely to applied to others as well. My opinion is, that would be because of regulation lack in their society.

No one will obey preserved rules unless someone tries to overlook them.
